Glo­bal per­spec­ti­ves on pla­ne­ta­ry health poli­cy


Glo­bal health poli­cy within pla­ne­ta­ry boun­da­ries requi­res coope­ra­ti­on within and across natio­nal and sec­to­ral boun­da­ries. For­eign, Euro­pean and dome­stic poli­cy domains inter­link and influence each other when it comes to cli­ma­te, envi­ron­men­tal and — to a cer­tain degree — health poli­cy. In this area of work, we the­r­e­fo­re ana­ly­se the glo­bal mecha­nisms, poli­ci­es, struc­tures and actors requi­red for glo­bal gover­nan­ce of pla­ne­ta­ry health at Euro­pean and inter­na­tio­nal level and exami­ne how exis­ting pro­ces­ses of mul­ti­la­te­ral insti­tu­ti­ons can be trans­for­med and syn­er­gies exploi­ted.

What we do

In our work, we sup­port the deve­lo­p­ment, imple­men­ta­ti­on and trans­for­ma­ti­on of poli­cy mea­su­res for an eco­lo­gi­cal­ly diver­se, healt­hy and just pre­sent and future in line with the Sus­tainable Deve­lo­p­ment Goals (SDGs) and the prin­ci­ples of cli­ma­te jus­ti­ce. This includes the fur­ther deve­lo­p­ment of gover­nan­ce struc­tures within count­ries, inclu­ding Ger­ma­ny, and at the inter­na­tio­nal level. Rele­vant instru­ments in this area include the Euro­pean Union’s Green Deal, the United Nati­ons Frame­work Con­ven­ti­on on Cli­ma­te Chan­ge (UNFCCC), the Con­ven­ti­on on Bio­lo­gi­cal Diver­si­ty (CBD) and a new pan­de­mic trea­ty under the auspi­ces of the World Health Orga­niza­ti­on (WHO). We exami­ne the obs­ta­cles and dri­vers of trans­for­ma­ti­on at the inter­na­tio­nal level, exis­ting power asym­me­tries and the design of accoun­ta­bi­li­ty mecha­nisms – espe­ci­al­ly whe­re inter­na­tio­nal agree­ments and con­ven­ti­ons are (still) lack­ing or are not being ade­qua­te­ly imple­men­ted. To enable long-term plan­ning, we sup­port poli­ti­cal decis­i­on-makers in ope­ra­tio­na­li­sing the SDGs, which are to be imple­men­ted by 2030. Buil­ding on this, we deve­lop con­cepts for the post-SDG era.

We want to ans­wer the fol­lo­wing ques­ti­ons, among others:

  • What glo­bal mecha­nisms and poli­ci­es are nee­ded to pro­tect and pro­mo­te glo­bal health within pla­ne­ta­ry boun­da­ries?
  • How can (exis­ting) glo­bal pro­ces­ses and insti­tu­ti­ons be lin­ked across sec­to­ral boun­da­ries and syn­er­gies exploi­ted in order to enable trans­for­ma­ti­ve action?
  • How can equi­ty mecha­nisms be inte­gra­ted into glo­bal cli­ma­te and health poli­cy pro­ces­ses and instru­ments?
  • What role can Ger­ma­ny play in pro­mo­ting and ensu­ring pla­ne­ta­ry health world­wi­de?

Advi­so­ry sup­port to the GIZ Sec­tor Initia­ti­ve One Health

The health of humans, ani­mals and their envi­ron­ment is clo­se­ly lin­ked and inter­de­pen­dent. The One Health approach is based on this under­stan­ding and uses inter­di­sci­pli­na­ry coope­ra­ti­on to pro­tect health and pre­vent health risks. The CPHP, tog­e­ther with the Lon­don School of Eco­no­mics (LSE)CPC Ana­ly­tics und dem UN Uni­ver­si­ty Inter­na­tio­nal Insti­tu­te for Glo­bal Health, advi­ses the Sec­tor Initia­ti­ve One Health of the Gesell­schaft für Inter­na­tio­na­le Zusam­men­ar­beit (GIZ).

Tog­e­ther with the Lon­don School of Eco­no­mics (LSE) and CPC Ana­ly­tics, CPHP advi­ses the GIZ sec­tor pro­ject “One Health” and the Ger­man Fede­ral Minis­try for Eco­no­mic Coope­ra­ti­on and Deve­lo­p­ment (BMZ) on behalf of the Deut­sche Gesell­schaft für Inter­na­tio­na­le Zusam­men­ar­beit (GIZ). The topics are “glo­bal health gover­nan­ce”, “glo­bal health finan­cing” and cross-sec­to­ral con­cepts such as “One Health” and “Pla­ne­ta­ry Health”.

Advan­cing and Inte­gra­ting – Ger­man Cli­ma­te and Health Poli­ci­es: Insights from Natio­nal Poli­cy-Makers and Non-Sta­te Actors

The pro­ject is part of an mul­ti-coun­try stu­dy led by Geor­ge Mason Uni­ver­si­ty (GMU) that explo­res the con­nec­tions bet­ween cli­ma­te and health poli­ci­es in dif­fe­rent count­ries. The stu­dy includes rese­arch from six countries/regions: Bra­zil, the Carib­be­an (cove­ring Anti­gua, the Baha­mas, Bar­ba­dos, Domi­ni­ca, Guya­na, Jamai­ca, and Tri­ni­dad), Ger­ma­ny, Kenya, the United King­dom, and the United Sta­tes. The goal of this glo­bal col­la­bo­ra­ti­on is to pro­vi­de actionable insights to enhan­ce cli­ma­te and health poli­ci­es at both natio­nal and inter­na­tio­nal level.

Public Health Ope­ra­ti­oNs for clI­ma­te chan­ge aCtion (PHONIC) — Deve­lo­p­ment of a Frame­work to Iden­ti­fy Prio­ri­ty Ope­ra­ti­ons

The Public Health Opera­tioNs for clImate chan­ge aCtion (PHONIC) pro­ject is fun­ded by the Ger­man Fede­ral Minis­try of Edu­ca­ti­on and Rese­arch (BMBF) as part of the Ger­man Alli­ance for Glo­bal Health (GLOHRA). The CPHP is deve­lo­ping a frame­work to iden­ti­fy prio­ri­ty mea­su­res for public health in the con­text of cli­ma­te chan­ge miti­ga­ti­on and adapt­a­ti­on. An action gui­de with con­cre­te indi­ca­tors and examp­les of good prac­ti­ce is also to be deve­lo­ped for prio­ri­ty are­as, which will then be pilo­ted in Ger­ma­ny and Kenya.
