Global perspectives on planetary health policy
Global health policy within planetary boundaries requires cooperation within and across national and sectoral boundaries. Foreign, European and domestic policy domains interlink and influence each other when it comes to climate, environmental and — to a certain degree — health policy. In this area of work, we therefore analyse the global mechanisms, policies, structures and actors required for global governance of planetary health at European and international level and examine how existing processes of multilateral institutions can be transformed and synergies exploited.

What we do
In our work, we support the development, implementation and transformation of policy measures for an ecologically diverse, healthy and just present and future in line with the Sustainable Development Goals (SDGs) and the principles of climate justice. This includes the further development of governance structures within countries, including Germany, and at the international level. Relevant instruments in this area include the European Union’s Green Deal, the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (CBD) and a new pandemic treaty under the auspices of the World Health Organization (WHO). We examine the obstacles and drivers of transformation at the international level, existing power asymmetries and the design of accountability mechanisms – especially where international agreements and conventions are (still) lacking or are not being adequately implemented. To enable long-term planning, we support political decision-makers in operationalising the SDGs, which are to be implemented by 2030. Building on this, we develop concepts for the post-SDG era.
We want to answer the following questions, among others:
- What global mechanisms and policies are needed to protect and promote global health within planetary boundaries?
- How can (existing) global processes and institutions be linked across sectoral boundaries and synergies exploited in order to enable transformative action?
- How can equity mechanisms be integrated into global climate and health policy processes and instruments?
- What role can Germany play in promoting and ensuring planetary health worldwide?

Advisory support to the GIZ Sector Initiative One Health
The health of humans, animals and their environment is closely linked and interdependent. The One Health approach is based on this understanding and uses interdisciplinary cooperation to protect health and prevent health risks. The CPHP, together with the London School of Economics (LSE), CPC Analytics und dem UN University International Institute for Global Health, advises the Sector Initiative One Health of the Gesellschaft für Internationale Zusammenarbeit (GIZ).


Experts on Financing and Global Governance with Emphasis on Pandemic Prevention, Preparedness and Response
Together with the London School of Economics (LSE) and CPC Analytics, CPHP advises the GIZ sector project “One Health” and the German Federal Ministry for Economic Cooperation and Development (BMZ) on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The topics are “global health governance”, “global health financing” and cross-sectoral concepts such as “One Health” and “Planetary Health”.

Advancing and Integrating – German Climate and Health Policies: Insights from National Policy-Makers and Non-State Actors
The project is part of an multi-country study led by George Mason University (GMU) that explores the connections between climate and health policies in different countries. The study includes research from six countries/regions: Brazil, the Caribbean (covering Antigua, the Bahamas, Barbados, Dominica, Guyana, Jamaica, and Trinidad), Germany, Kenya, the United Kingdom, and the United States. The goal of this global collaboration is to provide actionable insights to enhance climate and health policies at both national and international level.

Public Health OperatioNs for clImate change aCtion (PHONIC) — Development of a Framework to Identify Priority Operations
The Public Health OperatioNs for clImate change aCtion (PHONIC) project is funded by the German Federal Ministry of Education and Research (BMBF) as part of the German Alliance for Global Health (GLOHRA). The CPHP is developing a framework to identify priority measures for public health in the context of climate change mitigation and adaptation. An action guide with concrete indicators and examples of good practice is also to be developed for priority areas, which will then be piloted in Germany and Kenya.
