Map­ping the stake­hol­der land­scape in the field of cli­ma­te chan­ge and health in Ger­ma­ny

Until 2023, health had most­ly play­ed a sub­or­di­na­te role in natio­nal and inter­na­tio­nal cli­ma­te nego­tia­ti­ons. At the 2023 UN Cli­ma­te Con­fe­rence (COP28) in Dubai, the­re was a “Health Day” for the first time, during which a minis­te­ri­al mee­ting on cli­ma­te chan­ge and health brought tog­e­ther health stake­hol­ders and minis­ters from various sec­tors across num­e­rous count­ries. This pro­vi­ded a uni­que oppor­tu­ni­ty to meaningful­ly and sus­tain­ab­ly streng­then poli­ti­cal enga­ge­ment with health sec­tor stake­hol­ders within the frame­work of UN cli­ma­te nego­tia­ti­ons and bey­ond.

Pro­ject goals

Against the back­drop of COP28, the pro­ject aimed to map the stake­hol­der land­scape and cur­rent poli­ti­cal deba­tes in the field of cli­ma­te and health in Ger­ma­ny and to enga­ge in dia­lo­gue with rele­vant stake­hol­ders.

Metho­dol­gy

  1. A com­pre­hen­si­ve stake­hol­der map­ping of key actors at the nexus of cli­ma­te chan­ge and health in Ger­ma­ny was con­duc­ted, with a par­ti­cu­lar focus on their invol­vement in inter­na­tio­nal pro­ces­ses rela­ted to COP28. The iden­ti­fied stake­hol­ders were then prio­ri­ti­zed using an inte­rest and impact ana­ly­sis.
  2. Through back­ground dis­cus­sions with rele­vant repre­sen­ta­ti­ves and an exten­si­ve desk review, CPHP asses­sed and con­tex­tua­li­zed the cur­rent poli­ti­cal deba­te at the cli­ma­te and health nexus in Ger­ma­ny. Key topics rele­vant to and wide­ly dis­cus­sed in con­nec­tion with COP28 were iden­ti­fied. Based on this ana­ly­sis, poli­ti­cal oppor­tu­ni­ty win­dows were also map­ped.
  3. As part of the World Health Sum­mit 2023, CPHP plan­ned, orga­ni­zed, and hos­ted a round­ta­ble dis­cus­sion on “Health at COP28 – how can we make it a suc­cess?” The goal was to fos­ter exch­an­ge with and among Ger­man and inter­na­tio­nal experts and poli­cy­ma­kers from the health and cli­ma­te sec­tors.
