
Mapping the stakeholder landscape in the field of climate change and health in Germany
Until 2023, health had mostly played a subordinate role in national and international climate negotiations. At the 2023 UN Climate Conference (COP28) in Dubai, there was a “Health Day” for the first time, during which a ministerial meeting on climate change and health brought together health stakeholders and ministers from various sectors across numerous countries. This provided a unique opportunity to meaningfully and sustainably strengthen political engagement with health sector stakeholders within the framework of UN climate negotiations and beyond.
Project goals
Against the backdrop of COP28, the project aimed to map the stakeholder landscape and current political debates in the field of climate and health in Germany and to engage in dialogue with relevant stakeholders.
Methodolgy
- A comprehensive stakeholder mapping of key actors at the nexus of climate change and health in Germany was conducted, with a particular focus on their involvement in international processes related to COP28. The identified stakeholders were then prioritized using an interest and impact analysis.
- Through background discussions with relevant representatives and an extensive desk review, CPHP assessed and contextualized the current political debate at the climate and health nexus in Germany. Key topics relevant to and widely discussed in connection with COP28 were identified. Based on this analysis, political opportunity windows were also mapped.
- As part of the World Health Summit 2023, CPHP planned, organized, and hosted a roundtable discussion on “Health at COP28 – how can we make it a success?” The goal was to foster exchange with and among German and international experts and policymakers from the health and climate sectors.
